According to the Daily Mail, the Premier League is considering implementing a “luxury tax” instead of deducting points for financial violations. This led to serious penalties, such as a deduction of 10 points, and possibly another 6 points after April 8.

“Nottingham Forest” faced a similar situation, with the difference being that their permitted loss was lower. Over the three-year period, the club exceeded this limit by almost £100 million. Despite finding some funds through player sales, they still had to suffer a penalty in the form of a deduction of 4 points.

“Nottingham Forest” became the first casualty of the updated PSR rules. Complaints about violations are now addressed in the same season they were reported, a new provision. This change was prompted by the situation with “Everton,” where the club was penalized after the season, causing dissatisfaction among other teams, especially those relegated from the league.

What will the new tax look like (if approved)?

It is reported that instead of rules concerning profit and sustainable development, violation of which may result in point deductions, a “luxury tax” is being proposed for clubs exceeding a certain expenditure limit – with fines increasing depending on the level of overspending.

The funds collected through this measure could be redistributed among clubs adhering to financial rules or directed to an “emergency fund” to assist clubs in difficult financial situations.

According to the publication, clubs have already discussed radical reform. A decision on the implementation of a new system may be made at the end of the 2023/24 season meeting, scheduled for June. It is noted that 17 out of 20 clubs lean towards significant changes. However, the agreement of 14 clubs is required to amend the rules.

This approach could harm the Premier League

Local officials have been alarmed by this trend, according to the Daily Mail, viewing it as a strategic threat to the English Premier League (EPL) amidst growing competition from continental European clubs. Therefore, they have decided to follow the example of their American counterparts and replace point deductions with monetary fines, calculated as a percentage of the excess losses.

The EPL has been inspired by examples from Major League Baseball (MLB) and the National Basketball Association (NBA), where the introduction of a “luxury tax” made excessive spending even more burdensome but feasible. This approach is believed to help English clubs regain confidence and start spending money again. Otherwise, as DM journalist Mike Keegan put it, the EPL “faces decline because it won’t be able to afford the best players with the best wages.”

The funds collected under this plan could either be allocated to an emergency fund to assist clubs in financial distress or distributed among those adhering to fair play principles. The specific choice of option remains unknown for now.
